Well, it wasn't a documentary. It was a drama. That gives the writers some leeway for dramatic effect.

The issue here though is that many viewers took it at face value and believed it to be an honest depiction of their lives, which is kind of misleading.

As a kind of sidenote -- the Beeb's been under a lot of scrutiny lately what with accusations of fake game shows and the Russell Brand/Jonathon Ross debacle, so I'm not surprised that even though they're defending their position, they will not air Steptoe again until the inaccuracies have been corrected.
